Chuan Li is Head of Strategy, Architecture & Transformation at GIC’s Technology Group. He leads a team responsible for shaping GIC’s technology strategies, developing clearer technology roadmaps and stronger architectural guidance to align business priorities with enterprise outcomes.
Chuan joined GIC in 2026. Prior to joining GIC, he held senior leadership positions at Goldman Sachs, JPMorgan Chase, and Citigroup, where he built and governed large-scale data and AI platforms. Most notably, he was Managing Director and Global Head of Data Services & Storage Engineering at Citigroup, responsible for the firm’s global data and AI infrastructure and chair of its firmwide Data Architecture Council. Earlier, he was Chief Information Architect for the Corporate & Investment Bank at JPMorgan Chase, and Technology Fellow and Global Head of Data Services for the Sales and Trading Division at Goldman Sachs.
Chuan holds a Master of Science in Computer Science and a Bachelor of Science in Computer Science and Mathematics from Rutgers University. He is a US patent holder in data modelling and architecture.
